The film is the third in the director’s Roaring Currents Trilogy telling of Joseon admiral Yi Sun-shin, which began with 2014’s Roaring Currents which starred Choi Min-sik. A covert program called ‘The Tyrant Project’ that was carried out in Korea is uncovered by the US intelligence agency, which orders the Korean counterpart to immediately shut down.
